On behalf of the STI/SPFA Legislative Advocacy Committee, we are excited to share that Senator Bill Cassidy (R-LA) and Senator Lindsey Graham (R-SC) have released a discussion draft of their upcoming Foreign Pollution Fee Act. Crucially, as a direct result of the committee’s advocacy efforts, the legislation now includes key HTS codes that directly align with STI/SPFA members’ products.
For background, the Foreign Pollution Fee Act (S.3198) would level the playing field for American businesses by imposing a fee upon imported goods calculated based on the pollution intensity of the product. By taking both direct and indirect emissions into account, this legislation will protect domestic manufacturers by holding foreign adversaries accountable for their carbon emissions and increasing the demand for American-made clean energy technology. Furthermore, the diversification of the global steel supply chain will increase competitiveness for STI/SPFA members who are unfairly impacted by hostile trade practices.
