The owners plan was to construct an Ammonia Storage Facility located in Nederland, Texas, USA on the McFadden Bend Cutoff of the Neches River. The newly constructed facility will store liquefied ammonia from the new Ammonia Plant and the existing Ammonia plant. The storage facility is designed with two 50,000 metric ton full containment Ammonia Tanks. Each tank has its own independent vapor handling system consisting of a Boil-off Gas System and a flare. Each vapor handling system will be sized to accommodate the full flow from both tanks, with provisions made to allow for interconnection or isolation of the tank vapor spaces. Each tank will be equipped with an additional fill and vapor return nozzle to accommodate the future inbounding of ammonia from ships at the barge or ship dock. The facility will export Liquid Ammonia utilizing four new Transfer Pumps. The primary outbound service for the facility is marine loading at the existing barge dock and at a future ship dock (by others) simultaneously at a maximum total rate of 2150 MTPH. The barge loading capacity shall be 400 MTPH, and the vessel loading capacity shall be 1,750 MTPH. A new loading arm will be installed at the existing barge dock (by others) to allow for ship loading. The third outbound service is for future truck loading, and contractor shall provide double block and bleed tie point connection for future truck loading. The final outbound service is through the incoming line from the owners Plant, which will be used bi-directionally to supply the plant with liquified ammonia for plant start up when required. Primary metering points for the facility include one Coriolis meter on the inlet line to each tank. The two Coriolis meters will be in parallel on the outbound lines with one Coriolis meter for the barge and upgraded vessel loading and one Coriolis meter for the future vessel loading. Incoming power will be supplied by Entergy to a transformer outside of the battery limits where it will be stepped down to 4160V and routed to the facility transformer and PDC building.
