New Statute in NC Limits Rule-Making Authority

North Carolina House Bill 200, in Session Law 2011-145, amends Section 13.11B (b) Part 3 of Article 1 of Chapter 106 of the General Statutes, stating that rules may not be adopted that impose a more restrictive standard or limitation than those imposed by federal rule.  The law is intended to stimulate creation of private sector jobs, and to reorganize and reform state government.
